Position Purpose:

To interpret strategies and develop roadmaps to ensure efficient and effective engineering design and technical support for

the successful delivery of capital and capacity solutions.

To provide strategic direction and leadership to ensure a coordinated and integrated approach to capital solutions and

infrastructure asset development & management in order to support Transnet’s seven-year market demand strategy and
strategic objectives.

To plan, organise, lead and control the technical outputs of the engineering department and external service providers in the

conceptualization, Pre-Feasibility, Feasibility and execution of various infrastructure programmes and projects.

To establish a structured, innovative and analytical process for solving complex problems through implementing value

engineering and sustainable design practices.


To manage the programme and project performance of engineering deliverables and collaborate with Programme and

Project Directors to ensure successful execution and delivery of programmes and projects.

Position outputs:

1. Strategic Leadership: Translates the Engineering & Design Services strategy into tactical and operational implementation

plans and roadmaps for the respective region(s), for which the engineering services are being provided. Manage the effective

implementation of the plans and roadmaps, thereby supporting the successful delivery of programmes and projects.

2. Solution Development and Delivery: Serves as a technical expert representative among the regional project execution

teams and clients, through provision of integrated technical engineering support across engineering disciplines and providing

fit-for-purpose, value engineered technical solutions to efficiently meet client requirements.

3. Overall Management of The Engineering Effort within a National Operation/Office:

Leads the regional engineering design teams from all engineering design disciplines and sub-disciplines by promoting

coordination and integration across all disciplines, in the delivery of engineering services. Ensures that the engineering

services provided comply with engineering standards, policies and norms.

4. Stakeholder Relationship Management: Actively manages internal and external stakeholder relationships on behalf of the

Engineering Design Services department within a nationally, which may include the Operating Divisions (OD), Project and

Construction Management teams, EPCM Consultants and Construction Contractors. Identifies and manages risks emanating

from the sometimes-conflicting priorities of the stakeholders.

5. People Management: As part of the Engineering Design Services leadership team, ensures that the regional engineering

office is adequately and competently resourced; that staff are motivated, developed and professionally managed, in line with

good practice and Transnet’s HR policies and procedures. Effectively manages the performance of the engineering team and
individual employees to contribute to the achievement of infrastructure Performance Objectives and Targets.

6. Financial Management: Ensures that the regional engineering team has the required financial resources, through

appropriate annual budgeting and management of the approved budgets, which entails effective control of cost and profit

centres. Takes responsibility for the financial reporting as well as the management of procurement and supply chain

management (PSCM) processes within the engineering department in line with Transnet’s relevant policies and procedures.
7. Corporate Governance and Compliance: Ensures that the regional engineering team operates within Transnet’s
Governance and Compliance Universe, which includes Engineering Codes and Standards, applicable labour laws and laws

relating to all aspects of Transnet’s operations. Take the lead on regional Engineering Risk management, including
compilation and management of the Strategic and Operational Risk registers.

8. Management of Innovation and Professional Engineering Practices: Leads in ensuring that engineering standards are

enhanced through research and development and participation in education and awareness-creation efforts among

engineering staff of the developments within all disciplines. Manages career development planning and mentoring of

engineering staff, by ensuring that a learning and innovative environment exists.

9. Networking: Network with Engineering Design Heads and Senior Managers at other Transnet Operating Divisions (TE,

TPT, TFR, TPL, TP), and Group, to stay up to date with internal Transnet body of knowledge, including collaboration

Transnet related Multi-OD projects.

10. Professional Development: Manage the growth and development opportunities for Engineering Design staff and promote

professional development and registration with


Qualifications & Experience:

1. 4-year Engineering Bachelor’s degree: BSc Eng. / B Eng. or BTech Eng. (Electrical, Mechanical, Civil, etc.).
2. Master’s in Business Administration (MBA) or Leadership (MBL) or Master’s in Engineering (MSc) will be advantageous.
3. Professionally registered as a Pr. Eng. or Pr. Tech Eng. with ECSA.
4. Professionally registered as a PMP will be advantageous.
5. 12 years’ working experience in the engineering field, with 8 years’ experience at a senior level in any of the following

  • Infrastructure Engineering.
  • Project and Programme Management.
  • General Business Management.

6. A proven track record of developing value engineered technical infrastructure engineering solutions.
